(And, I *support* any such reasonable modifier.)

The way the LAST proposed amendment was written (working from memory here), it REQUIRED annually balanced federal budgets (past whatever point it was ratified - a many year process I hasten to point out for those who claim that they are 'fearful' of enacting such an amendment during our 'current economic downturn') but gave one and only one 'loophole'.

The requirement could be suspended (annually only) by the President signing an Executive Order declaring that the country was suffering from an extraordinary emergency... and Congress would be required to hold a vote within 90 days to uphold or to overturn the President's declaration of an "Emergency".

If Congress overturned then the requirement of a balanced budget would be back in force immediately.

Naturally there would be SERIOUS POLITICAL COSTS for any party attempting to 'game' the system, or pushing for frivolous 'emergencies' time and again.

No doubt impeachment, (if not actually storming D.C. and hanging pols by their heels from lamp posts) would all be real possibilities for anyone stupid enough to blatantly attempt to violate the Constitution.
