Remember we were talking about choice and benefit tiers??

Originally there were three tiers, platinum, gold, and silver. Those three still are differentiated only by the amount of co-insurance, not by included benefits. They all have the same "essential health benefits."

I'm not sure where the other two came from but I'd call them an improvement in choice. The three above aren't really different IMO. I think you have to have different benefit packages to have real choice.
