Originally there were three tiers, platinum, gold, and silver. Those three still are differentiated only by the amount of co-insurance, not by included benefits. They all have the same "essential health benefits." Page 13...looks to me like the senate and Obama's plan are the same...the choice has been there all along. kff.org Al
