C'mon now...that mirrors quite closely the typical plan strata of most insurance companies.

I can't dispute that. But you have to look at why most insurance companies started structuring that way--because of the regulation under which they operate, the same regulatory thinking that went into the pending legislation. They used to offer choice in benefit packages.
