Republicans would join them on passing some incremental legislation that would improve things.

That's just touching up the paint on a car that needs a transmission rebuild. Congress is so accustomed to tweaking stuff at the margins in ways that make no real long-term impact, it has become the new normal for many.

Then every four years everyone starts whining about all the major problems we have in the country and why can't we solve them.

It truly is an absurd system.
