The CBO uses basic economics.

The problem isn't the CBO, its congress, combined with the CBO rules.

If you have a 10 year window for your cost estimates, and most of the taxes and cuts happen in year one, while most of the spending happens in year 4, well you may save money in that 10 year time frame, because your considering the cost of fewer years compared to the income and savings from more years.

But that's gaming the system. To really get a 10 year budget balance cost you need to look at the 10 years once spending fully starts.

And even doing that would ignore the point that most estimates for such programs come in to low, and that balancing off extra spending with extra taxes still leaves us in a worse fiscal situation, but at least it would be a start.
