If you have a 10 year window for your cost estimates, and most of the taxes and cuts happen in year one, while most of the spending happens in year 4, well you may save money in that 10 year time frame, because your considering the cost of fewer years compared to the income and savings from more years.

But that's gaming the system.


No it's not... it basic math. Beside the point that the budget saving increases past year 10.
