No it's not... it basic math.

Basic math shows how it is gaming the system. The real program doesn't kick in until 4 years in. 6 is less than 10.

Beside the point that the budget saving increases past year 10.

The official scoring for bills only goes out to year 10.

And there is very little reason to think that any of the changes will reduce costs beyond year 10. To the extent that it increases third party paying of costs its likely to increases prices and costs. Extra regulation and coverage mandates also increase cost.
