Buying a house is not an annual expense.

Also if you save up to buy a house for 4 years, the cost of buying the house isn't reduced. The cost is the same, saving up for four years is just the method your using to get the funds.

Folks like you are so partisan they see evil motives in common sense actions.

Its not about motive, although I do think it was a deliberate action to game the system, the motive doesn't really matter to me.

The program starts when your actually paying for it. The 10 year cost is 10 years from when the program starts paying for things. Before that you don't have the program thats encoring costs. Portraying 6 years of the cost with 10 years of the taxes as the budget impact gives a misleading impression, making the program seem like it will impact budgets far less than it really will.

I didn't say or imply anything like it, only that its not automatically correct. An argument from authority with the CBO (or anyone else) as the authority is a weak argument.

I respect the CBO enough to listen to their arguments and assumptions, but not enough to just uncritically take some number, esp. with the 6/10 year problem, and the static accounting of tax changes, as correct. Their points deserve a respectful hearing but just giving the conclusion isn't presenting their points.
