Which is scoring the data that congress feeds them.

Congress puts "cut X spending by $Y in the bill" and the CBO scores that savings, even if its unlikely to happen in reality. Its not the CBO's job to second guess congress, so its not directly a failing of the CBO, but it is a weakness in the figures we get from them.
