Not sure what you mean by 'questionable'.....

If you are talking about the 'deemed passage rule' the House is reported to be talking about, (where they VOTE to approve a package of fixes & amendments and with the same vote 'deem' the bill those fixes are amending to also be passed... sort of a "two for one" vote), it's something that has been in their legislative rulebook for DECADES, and has been used several dozen times by the House of Representatives over, say, the past 30 years or so.

So, being both legal and a rule of long-standing, I'm not really sure what is 'questionable'.
