Yes. A licensed dealer is a licensed dealer no matter where he/she sells but they do have to sell in state and only to in-state residents as evidenced by two forms of ID. I used to use driver's license and voter registration card. You will notice that news articles will try to confuse people by calling private sellers "unlicensed dealers". They aren't dealers at all, if they sell less than 5 guns per year. Yea they are unlicensed, but BATF says they don't need to be licensed as long as they only sell less than 5 per year. A delaer sells more than 5 per year and you need a federal firearms license for that.
