Gee, if the 'deeming' process is unconstitutional, then all those bills passed by it - mostly by Republicans - are invalid. Possibly, but I am not sure these bill enact new law. Modifying a budget or approving new construction are functions that are not new laws. Not saying that this is what it was but I know they do a lot more than pass laws.
