I think it would be logical to have a federal moratorium on new construction there and have incentives in place for New Orleans residents to relocate. Why should the federal government be involved in telling anyone where they can and cannot build (except on federal land)? Just do away with federal flood insurance in the area. If people want to risk building there, let them, but keep the feds out of it.
