We should have a law that says for every dollar any bill goes over budget, the House and Senate and all in the Administration that originated the law have to pay for the overage. They have no accountability. One they are out of the Congress or WH, they collect their benefits and retirement, with not a care in the world as to what damage they have caused to Americans and to America.
