Because it wasn't, at least not in any way that I could see then, or even see now with the benefit of hindsight, set up in such a way as to seriously manipulate the CBO scoring process. Are you still on that? Let me see if I have this right. It's not worth "hand wringing" to enact new totally unfunded programs but it is worth "hand wringing" to enact funded programs that pass the CBO smell test and actually reduce the deficit through cost containment? But very likely to add less to the credit card balance than this particular effort, probably much less. Bull shit. Greater minds than yours Tim say way different.
