That's a non sequitur to the basic principle that no one should be denied coverage or dropped from coverage, ever. Huh? If you have a basic principle and that principle is codified in law, then the next question is how to assure compliance. When something is already illegal but happens anyway, the answer clearly isn't to regulate it. That would be redundant. The answer involves finding a mechanism to assure that that which is decreed either by law or regulation actually happens as specified. How do you eliminate practices that are contrary to law or regulation? You enhance enforcement. That's not a non sequitur. That's problem solving.
