You buy your car insurance in a group. Or your homeowners. Or life. A free competitive market in health insurance would lower costs to the extent that most group plans would be unnecessary. Only if you eliminate employer provided insurance. You can't expect a tiny portion of the marketplace (individual buyers) to reform a mass market. It would be tail wagging the dog; just doesn't work.
