Your analysis seems to be correct:
1 ) Collect premiums for four years to make it appear to ignorant fools that Obama is fiscally prudent.
2 ) Incentivize everyone to drop insurance coverage. This drives insurers out of business and into government's outstretched arms.
3 ) Initiate the "Public Option" (socialized medicine) that bankrupt insurers, hungry doctors and sick consumers all by now demand.
4 ) Begin the downhill slide to rationed care.
