You seem to be suggesting that people are willing to let something they know is wrong slide because they figure it won't reach them.

I am confident that if legislation were to be proposed that would require insurance companies to produce clear contracts and honor them scrupulously with severe penalties for failure to do so there would be no opposition. Zero. Even if the taxpayers had to pony up extra for the enforcement. Honoring contracts is a universal value. Cheating universally abhorred. Consumer protection is popular.
