Interesting that the few items which could have made a difference, like tort reform and catastrophic high deductible plans - are out of queston. I don't believe they want this plan to work.

About the costs.... Healthcare is labor intensive - therefore, most costs are in salaries. Since you don't want to get rid of doctors and nurses, you must identify positions which are not related to patient care - and which would be possible to eliminate or to decrease in number. Many of those positions are related to managerial and administrative fields. Great numbers of people make a living as various regulators, etc. - and there are armies of employees whose responsibility it is to comply with massive regulations on several levels.

Guess what - those jobs will remain untouched. Indeed, they are planning to found a number of new large bureaucracies. Not one of them will be staffed with volunteers.
