effect is costing money, and not hiding the true cost as some conspiracy theorists have said.

The CBO math says that the increase in the deficit is $488 billion over ten years. Only they collect premiums for four years without providing any benefits.

This resembles a Nigerian Letter Scam more than it does anything an intelligent person could support.
