rrman; Back in those days the north and south American indigenes were thought of as savages, and treated as such. The absence of socialization in western communities and in the consumption of alcohol lefy them prey to disfunction. Most lack the gene to rapidly detoxify alcohol, and so it stays in their system longer and keeps them drunk, and a smaller amount does it and the high is far stronger in them. 1000's of years of drunken fighting among europeans selected for this gene that gets rid of it and also gives less of a high.
So we get here, and find that 'firewater' is prized and the fast addiction allows exploitation of the indians in all possible ways, to their detriment. We have a few bands that have prospered and used federal funds to make a future, but around 50% vote for full dispersal to each band member, and it is then spent in fast order. In fact I think recent laws permit only the yield to be given now to prvent this. The Indians hate this paternalism, but what do you do?? give them money knowing that half will drink themselves to death, and the balance will drink themselves to broke, and then ask for more? And yet some bands in some areas do well and others do not??
What if you exclude them? let them live the old way, average age of death 27, 50% of kids die in first 2 years etc. we cannot do that.
So it is an insoluble problem that cannot be solved with money, in fact money makes it worse.
