You guys just can't grasp non-partisan.. No, you don't grasp the difference between non-partisan and following a set formulary. The formulary imposed on CBO by Congress is non-partisan. CBO's following it is non-partisan. Congressional advocates finagling a bill so that is scores well in the formulary is a tool used by partisans to make whatever they are advocating look better. Pointing out that that's the way things work in Congress is not partisan. Bitching about that trick only when the other guys do it is partisan.
