I haven't kept track of the Medicare machinations throughout this. I recall early on there was some discussion about whether to put the Medicare payment reductions or the routine recision of the Medicare payment reductions into this bill or a separate bill based on how that would affect the scoring. After that, my eyes glazed over so I can't speak with a lot of authority on what ended up where.

What I suspect, though, is that the Medicare cuts in the bill are being double counted. They are counted as part of paying for the 32 million folks being covered. The tax increases in the bill aren't anywhere near enough to pay for that.

I suspect that the 9 year thingy is how much those Medicare cuts would extend Medicare solvency were they applied to Medicare. But I don't have either the info or the energy to try to prove it.
