The mandate for individuals to buy coverage takes effect in 2014. The mandate for insurance companies to cover everyone, regardless of pre-existing conditions, also takes effect in 2014. This is intentional. The insurance companies will have the benefit of a larger pool of customers over which to spread risk, while taking on the additional risk.

The risk pool isn't going to contract after that.
