Not necessarily. You don't seem to really understand insurance. The idea isn't to make a profit on each individual policy. Granted, the insurance companies would love that, but that goes against the whole concept of insurance. The idea is to spread the risk over the whole pool. And, yes, they will be taking on additional risks. But they will also be getting larger pools, which mitigates the risk.
