On the overall outcome I would tend to agree with you. I do think that it is not unlikely one can find insurers with health exposure that will be forced out or choose to exit.

This is an industry that I haven't much looked at in a decade or so and I've pretty much forsworn trading individual company stocks with rare exceptions, but small and already near worst-of-class are usually good starting points for shorts.

I'm waiting to see where the burden falls, I'm more inclined to see who the survivors might be versus guessing the casualties.
