The biggest hold-up is the creation of the exchanges. Two years seems possible to have those up and going. The model is supposed to be benefit packages equal to the choices offered to congress, so the model is there. Just need individual insurers to submit their plans along with the proposed premium cost.

I'll be curious to see who comes up with the catastrophic policy and all the price points in it....very curious. If the govt. could somehow be the issuer, we'd be on our way to single-payer.

In fact, legally speaking, is there any reason the government can't declare itself in the insurance business and submit a plan? They already own 80% of AIG...ha...and it has the perfect name.
