There *is* a PURPOSE in that rule though.

They are forced to use the LAWS AS THEY CURRENTLY ARE whenever they run an economic analysis --- they are *not* permitted to make guesses, assumptions that someone will come along in the future and change the laws, or say how they 'wish things would be'.

All this is to INSULATE that bi-partisan office (which both Parties need to rely upon for non-biased analysis) from any hint of PARTISAN INFLUENCE.

Once they lean in the direction of *either* party their credibility would be SHOT.
