Not necessarily. Its called preventative care. If people were seeing an MD more regularly, many of the major illnesses that force people into hospitals and require surgery wouldn't happen.

The key issue here is quality of service, not lowering costs. Too many people believe the myth that preventative care (at least the way it's defined currently in America) leads to lower costs.

A number of people I know who are fair skinned have been having precancerous growths removed since they were in their twenties. By doing that and taking other precautions, they should be able to avoid melanoma in their old age. The truth is preventative care does work and there is a very logical reason why one of the wealthiest nations in the world spends a fortune on health care but ranks only 37th in longevity. And its not because we have more gun and car deaths than other countries.
