That's a non sequitur to the basic principle that no one should be denied coverage or dropped from coverage, ever.

Huh? If you have a basic principle and that principle is codified in law, then the next question is how to assure compliance. When something is already illegal but happens anyway, the answer clearly isn't to regulate it. That would be redundant.

Also its rather odd as a general principle. If they are the principle is you can't deny coverage for severe pre-existing conditions, your asking for charity (if its voluntary) or just forcing the money to be forked over if its not. Either way you aren't pushing insurance coverage.

As for "never dropped". Well that would be great for the dishonest. Include all sorts of fraud in your applications, and when they find out they still can't cover you. Or get covered, than stop paying, and they still have to cover you... Good way to destroy the insurance industry.
