That is a very interesting supposition. I'm personally inclined to be opposed to regressive taxation, but considering that 40% of the country pays no income tax, maybe a VAT makes sense.

Most states, though, already have a sales tax structure they depend on to fund state and local government. Would a VAT be on top of that?

I don't know much about EU taxation. I've always wondered if or how much Europeans pay in the form of "state" income taxes and local sales tax.
