I've been thinking about that for some time.

You people are not thinking radically enough. Think of "Criminal Land" as a town set up by a Corporation and run for a profit. They take our criminals and keep them there until their sentence is up. Let the criminals cut the best deal they can there. Our goal is to remove them from our society without it costing us anything. They are no longer around. For many it would be a life of permanent exile from us.
