orbit satellites in these frequencies
• The Plan will ease access for terrestrial use to roughly 10 megahertz
in the 2.4 GHz band

• Globalstar Thrown a Lifeline
• Gaps in failing Globalstar network likely to be overlooked by FCC Globalstar survives to see launch of its replacement fleet
• No Benefit for Iridium
• No 2.4 GHz spectrum
• 1.6 GHz/L-band spectrum is used for transmit AND receive functions.

• S-band MSS allocation: 2000-2020 MHz and 2180-
2200 MHz
• TerreStar and DBSD each have 20 megahertz allocations
(paired 10 megahertz blocks for transmit and receive)
• The Plan proposes to ease access for terrestrial use to full 40
megahertz available S-band MSS spectrum
• Impact
• Odds of survival improve for TerreStar and DBSD if onerous
gating criteria eliminated
• Persistent rumors that FCC wants to eliminate MSS from this
band altogether
• If re-tooled MSS business plans for these operators fail,
expect repurposing and auction
• No lifeline communications on these satellites yet; proximity
to existing terrestrial networks makes it attractive spectrum
for CMRS players
• Relaxed spare satellite and network coverage rules improve odds
