That's not a nit, its a serious point. People talk of "pay for itself" as if they where actually saying something true and important, when they aren't.

Since it doesn't "pay for itself" in any real sense, its fiscally irresponsible. It will very likely be a net negative for the fiscal balance, rather than being deficit neutral or better, but even if it is deficit neutral or better, it is so only by raising taxes, and leaving high deficits anyway, while using up tax revenue that could otherwise lower the deficits.
