You need to look up the procedure. Suffice it to say that Reid doesn't have much to do with calling for a cloture vote.

The party in power always complains about filibusters. Well, they do since they became common.

How did he bait them into it? And how did he make those Republicans say that obstructionism was their strategy? The were many attempts to get the Republicans involved in the healthcare reform package. To the point that Grassley is now claiming credit for some of the things he wrote in the bill.
