If they convince the court it's a tax it's Constitutional. If it's a mandate it isn't.

In the bill, it is structured as a tax -



IF they convince the public it's a tax they get booted out in November. So they will be telling two completely different and contradictory stories - one the the public, one to the court.

Roosevelt did exactly the same thing with Social Security.
