I've not understood why people couldn't or didn't avail themselves with Medicaid if their income was so low. Wasn't SCHIP to help all children, no matter how low their parents income was? Don't poor people get food stamps? Don't poor people get housing Section 8 subsidies? Poor families with children can have a free lunch for their kids at schools. Some of the schools have free breakfasts as well. What am I missing?
