But not behind an ACTUAL COMPREHENSIVE BILL that can boast any more then trifling or fragmentary support.

Whole lot *easier* to 'replace' something when you have something (with more then a snowball's chance) to replace it with. <g>

However, I'll grant that merely having talking points, and a collection of slap-dab proposals and various lightly supported bills is a Heck of a lot better for the purpose of running in elections, (then an actual comprehensive plan would be)....
