No they haven't. When they describe a scenario, it is almost always one by the CBO. Which tend to be at least moderately pessimistic.

But why guess at all? Look at Hawaii, for example. In many ways, their plan is more generous than what was just passed. Yet, despite being a high cost state, the costs of their health care is one of the lowest in the country. And that is despite covering over 95% of the population. Instead of speculating, why not research some of the states with high risk pools? Because this bill essentially makes that a national standard instead of state by state. I imagine the CBO did that when they made their assessment. I haven't read it, but upon reflection I probably should.

So, instead of making wild guesses, why not get some actual facts under your belt?
