This lady obviously had a problem or there wouldn't have been three cops there in the first place. Wether they acted inappropriately, I don't know because I don't know all of the details, but if the 9th circuit found for the police simply on the basis that she wouldn't sign a ticket, I'm more concerned with their (the 9th circuit) behavior than hers.
