Traditionally (other than the broad use of the term within economics) it was about ration coupons and other restrictions on what could be bought, sold, possessed, or used.

Ration coupons weren't about what could be bought or sold but how much of it. It's the how much that makes it rationing. There was no "ration coupon" for something that was illegal to buy or sell, like heroin.

[A few weeks ago I was going through some of my Dad's stuff and found a coupon book. Funny what people save.]
