This plan won't hold costs down to inflation, but it will bend the cost curve downwards. The GOP and moderate Dems successfully blocked the real cost cutting measures. So what is left is what we got. It insures more Americans and it pays for the cost of that with higher taxes. It also has a couple provisions to slow down cost increases. That is basically what this thing does.
