"Doing something" can mean different things.

Removing regulations is "doing something".

OTOH if you have regulations the government is doing something, and if you don't than within that area the government isn't "doing something".

Stopping an action can be seen more as "doing something" or "doing nothing". Apparently I'm looking at it more in the latter sense while your looking at it more in the former.
