Of course there is a legal requirement to register a car, unless you're only going to drive it on private property.

The 2nd part of your phrase negates the first. That and you could just not drive it at all, or not have a car at all.

The requirement that you have to buy health insurance is very different from not letting you register your car if you don't have it insured, and would be even if it the car insurance requirement was federal.
