The statement "You couldn't legally buy many things without the ration coupons, or sell to someone who didn't have them", was about rationing.

It was a direct reply to your statement about rationing - "Ration coupons weren't about what could be bought or sold but how much of it.", and an idirect reply to "I would not have called that "rationing" because it isn't about distributing from the public pot."

The point is, that historically most rationing has nothing to do with "distributing from the public pot".

Now health care rationing may indeed feature such distribution and control over it, but such a central pot is in now way necessary for, or even strongly connected to, the idea of rationing.

So are you anticipating a national shortage of some procedures or maybe providers such that the private acquisition of them would need to be rationed?

No I was talking in general terms about rationing in reply to your statement about the "central pot".
