If you suggest leaving it available to drill later rather than drilling now, that could be a decent alternative (whether its a good idea or not could be analyzed by considering the time discounted future value compared to today's value), but most people who oppose drilling oppose in in a rather permanent way. Not "don't drill for 25 years", but "don't drill here ever", or sometimes bordering on (or even actually reaching) "don't drill anywhere ever".

and if you look at the number of drilling rigs in operation you would find the numbers dropping as the economy and oil demand has faded...

The combination of closing down a well that's barely producing while bringing up a new well can make a lot of sense. Closing small, perhaps unprofitable wells, isn't a sign that there shouldn't be any more drilling.
