re: PeopleSoft - as a database developer, I think they have the answer, or a good piece of the answer to the software development problem. It reminds me of the situation in the late '50s when nobody could figure out how connect a million transistors together. This technical problem was holding back all electronic development. But, I don't think software will have as elegant a solution as the integrated circuit.

PeopleSoft is probably the best answer available in the forseeable future, IMHO.
