They can do that, but that's what Verizon is having to contend with as they roll our FiOS. In fact, not only is the state a hodgepodge but the local laws are nearly all different. That is one of the primary reasons FiOS has taken so long to roll out, which means we all pay more for less broadband due to the lack of competition.

I imagine that health care regulations are in the same state of disarray in terms of their heterogeneity across states and municipalities.
